The Second Tribal Launch

White Earth Nation was the second Minnesota tribe to launch recreational cannabis sales, opening Waabigwan Mashkiki ("medicine flower" in Ojibwe) on August 3, 2023 — just two days after Red Lake’s first sale. The dispensary is located in Mahnomen, across from Shooting Star Casino.

White Earth Nation is a federally recognized Anishinaabe (Ojibwe) tribe with a sovereign reservation in northwestern Minnesota. The reservation is one of the largest in the state by both land area and population. White Earth has historically been an active participant in Minnesota political and economic life.

Waabigwan Mashkiki Operations

CEO Zach Wilson oversees cultivation in a repurposed potato chip factory — producing over 200 pounds per month. The factory conversion is itself a notable economic-development story: an idle industrial facility brought back into productive use as cannabis-cultivation infrastructure, employing tribal members and generating tribal revenue.

The First Tribal-State Compact (May 20, 2025)

White Earth signed Minnesota’s first tribal-state cannabis compact on May 20, 2025, allowing up to eight off-reservation dispensaries. This was a landmark moment — the framework for tribal cannabis expansion off-reservation was being established in real time.

Moorhead (May 24, 2025) — First Off-Reservation Tribal Dispensary

White Earth’s Moorhead location — the state’s first off-reservation tribal dispensary — opened May 24, 2025, just four days after the compact was signed. Moorhead is in northwestern Minnesota near the North Dakota border, serving the Fargo–Moorhead metro area.

St. Cloud Location

A White Earth St. Cloud location followed, expanding tribal cannabis access in central Minnesota. St. Cloud is roughly 65 miles northwest of the Twin Cities and serves the central-Minnesota economic corridor.

The Economic Model

White Earth’s cannabis operation reflects several deliberate choices:

Tribal sovereignty. On-reservation operations require no state license; the tribe regulates its own market.
Vertical integration. Cultivation in the converted potato chip factory + dispensary retail at Waabigwan Mashkiki + off-reservation expansion under compact.
Revenue reinvestment. Cannabis revenue funds tribal services, education, healthcare, and economic-development programs.
Economic diversification. Cannabis joins gaming (Shooting Star Casino) as a major tribal revenue source.

Buying at White Earth Dispensaries

White Earth dispensaries follow standard procedures with some variations:

ID check at the door (21+, valid government photo ID; non-tribal members welcome)
Cash or debit only (federal banking restrictions)
State possession limits apply (off-reservation): 2 oz public / 8 g concentrate / 800 mg THC edibles
State testing standards apply for off-reservation sold products under the compact
On-reservation dispensaries (Mahnomen) operate under tribal cannabis law

Cultural & Linguistic Significance

The name Waabigwan Mashkiki means "medicine flower" in Ojibwe (Anishinaabemowin). The naming reflects the cannabis-as-medicine framing that has been central to the tribal cannabis movement — cannabis is positioned as a traditional plant with medicinal value, not solely as a recreational product.

The Ojibwe-language naming also asserts cultural and linguistic identity in a context (cannabis retail) that could otherwise default to generic English-language branding. Visitors should approach Waabigwan Mashkiki with respect for the tribal cultural framing.

For Twin Cities Consumers

White Earth’s metro reach is more limited than Red Lake’s (no metro-area location yet) but the St. Cloud and Moorhead dispensaries are accessible for residents of the western metro and Greater Minnesota. Up to 8 off-reservation locations under the May 2025 compact means more White Earth dispensaries may follow.

White Earth’s 200-pound-per-month cultivation operation also supplies products that are distributed to off-reservation dispensaries under tribal-state compact terms. White Earth-grown product may appear at dispensaries beyond Waabigwan Mashkiki itself.
