Bloomington’s Open Posture

Bloomington (~90,000), home to the Mall of America and the metro’s densest hotel cluster, took an early open stance on cannabis. The city:

Did not impose a moratorium
Adopted cannabis zoning ordinance Ord. 2024-21 in September 2024
Set licensing fees at just $175 per year — among the lowest in the metro

Green Goods operates a dispensary in Bloomington, positioning the city as a natural access point for tourists and convention visitors arriving via MSP airport (which is partially in Bloomington).

Mall of America — Cannabis Posture

The Mall of America is the largest shopping mall in the United States by total floor area, with 5.6 million sq ft. It is privately owned by the Triple Five Group and enforces its own cannabis policy on premises:

Cannabis is prohibited inside the Mall of America — smoking, vaping, and edible consumption are not permitted in mall common areas, restaurants, or retail stores.
Some private businesses inside the mall may have additional rules but most simply default to the mall-wide prohibition.
The Nickelodeon Universe theme park inside the mall enforces strict no-cannabis rules.

Adult-use possession on mall premises is technically legal under Minnesota state law (you can have up to 2 oz of flower in your bag), but consumption is not.

Mall of America Hotel Cluster

The Mall of America area hosts dozens of hotels: Radisson Blu (the only hotel directly attached to the mall), JW Marriott, Hyatt Regency Bloomington, Hilton Garden Inn, Country Inn & Suites, Embassy Suites, multiple Holiday Inn properties, and others. Almost all are smoke-free and cannabis-prohibited as part of standard chain policies. Cleaning fees for cannabis violations typically run $250–$500.

Practical advice for visitors:

Buy at Green Goods Bloomington or another nearby dispensary
Use edibles, tinctures, or capsules in your hotel room (no smoke or vapor detection)
Do not smoke or vape inside the hotel or on the property

MSP Airport — Federal Property

Minneapolis-St. Paul International Airport (MSP) is partially in Bloomington (the airport straddles multiple jurisdictions). MSP is federal jurisdiction — cannabis on airport property is a federal violation regardless of state law. TSA refers cannabis discoveries to local law enforcement.

Do not bring cannabis to MSP for outbound flights — even an in-state Minneapolis-to-Duluth flight crosses TSA jurisdiction and federal airspace. See our MSP Airport & TSA page.

For Tourists and Convention Visitors

Bloomington’s open cannabis posture combined with its hotel cluster makes it a natural cannabis destination for:

Mall of America visitors — shop, eat, then unwind at your hotel with cannabis
MSP airport layovers (long enough to leave the airport)
Convention attendees at the Minneapolis Convention Center, the Bloomington/Mall of America hotels, or the Saint Paul RiverCentre
Sports tourists attending Vikings games (US Bank Stadium), Twins games (Target Field), Wild games (Xcel Energy Center), or United FC matches (Allianz Field)

Other Bloomington Considerations

Bloomington hosts substantial federal-contractor and DOT-regulated employment, including aviation operations at MSP. As elsewhere in the Twin Cities metro, Minnesota’s DATWA workplace protections (HF 100 amendment) do not override federal-contractor or federally regulated workplace requirements.
