The Suburban Patchwork
The Twin Cities’ suburban ring — spanning Hennepin, Ramsey, Anoka, Dakota, Scott, Washington, and Carver counties — presents a patchwork of cannabis policies that reflects the political diversity of the metro. Under HF 100, cities could impose temporary moratoriums on cannabis businesses through January 1, 2025. Approximately 80 cities and 5 counties statewide adopted such moratoriums, with heavy concentration in the suburbs.
After that deadline, municipalities cannot ban cannabis businesses outright but retain authority over zoning, buffer zones, operating hours, and licensing fees.
Edina — Restrictive but Not Impossible
Edina, the affluent inner-ring suburb, imposed a moratorium through the end of 2024 before approving its cannabis zoning ordinance on November 19, 2024. Edina’s framework:
- Dispensaries permitted in planned commercial districts
- Limited to a maximum of 5 retailers — the bare minimum required by state law based on population
- 500-foot school buffer
- Conditional use permits required in mixed-development districts
Despite this cautious posture, Pot Mama’s opened a dispensary in Edina in April 2026, proving that even restrictive suburbs can’t prevent compliant businesses from entering.
West Metro — Plymouth, Minnetonka
The west metro suburbs of Plymouth and Minnetonka developed regulations through extensive community engagement. Minnetonka adopted three cannabis ordinances on November 18, 2024, reflecting its deliberate, process-oriented governance style. Plymouth followed similar deliberation patterns.
South Metro — Wide Range
In the south metro, the range is wide:
Eagan — RISE on Pilot Knob
Eagan imposed an early moratorium in August 2023 but now hosts a RISE dispensary at 2795 Pilot Knob Road — one of the first suburban dispensaries in the metro. RISE Eagan launched adult-use sales in late September 2025 alongside the broader RISE statewide rollout.
Burnsville — "Wild West"
Burnsville took the opposite approach, declining to implement any cannabis ordinances at all. Council Member Dan Gustafson acknowledged the hands-off posture, describing the regulatory landscape as "kind of like the Wild West." This means Burnsville cannabis operators face minimal city-level regulatory hurdles beyond state OCM compliance.
Lakeville — Tobacco-Framework Approach
Lakeville modeled its cannabis licensing on its existing tobacco framework — a less novel approach that drew on familiar regulatory infrastructure rather than building new cannabis-specific rules from scratch.
County-Level Coordination
At the county level:
- Anoka County adopted Ordinance 2023-1 prohibiting cannabis use on all county property (petty misdemeanor, up to $300 fine) and followed with Cannabis Business Ordinance 2025-01 in February 2025. Several Anoka County cities delegated cannabis registration authority to the county.
- Washington County adopted Cannabis Ordinance #219 in December 2024.
The Anoka Municipal Dispensary — Separate Page
The most notable Anoka County cannabis development is the City of Anoka’s municipal dispensary, which opened on February 6, 2026 at 839 East River Road, next to the city’s municipal liquor store. Scott County & SMSC Flame & Flora
Scott County is the home of the Shakopee Mdewakanton Sioux Community. SMSC opened the upscale Flame & Flora dispensary at 2571 Credit Union Drive in Prior Lake in early April 2026 — across from Mystic Lake Casino, just 25 miles southwest of Minneapolis (the closest tribal dispensary to the urban core). Carver County — The Quietest
Carver County, on the western edge of the metro (Chaska, Chanhassen, Waconia), has been slower to establish significant cannabis retail. Some operators have opened in Chaska / Chanhassen but the footprint is smaller than other counties. Chanhassen is also home to Paisley Park, Prince’s 65,000-square-foot studio complex (now a museum).
