Other Minnesota Tribal Cannabis — Mille Lacs, Prairie Island, Lower Sioux, Fond du Lac

Beyond Red Lake, White Earth, Leech Lake, and SMSC

Beyond the four most-publicized tribal cannabis operations in Minnesota, several other tribes have also entered the market. Their dispensaries serve different regions and offer different price/format models:

Mille Lacs Band of Ojibwe — Lake Leaf

The Mille Lacs Band of Ojibwe operates Lake Leaf dispensaries in Onamia, Hinckley, and Isle, anchored by a 50,000-square-foot cultivation facility. The Mille Lacs Band has a long history of economic enterprise (Grand Casino Mille Lacs, Grand Casino Hinckley, plus extensive land holdings) and the cannabis operation joins an established commercial portfolio.

The Mille Lacs locations serve a corridor between the Twin Cities and Duluth, accessible via I-35 (Hinckley exit) or US-169 (Onamia). The 50,000 sq ft cultivation facility is one of the largest tribal cannabis cultivation operations in the state.

Prairie Island Indian Community — Island Peži

The Prairie Island Indian Community’s Island Peži dispensary opened in June 2024 near Treasure Island Casino in Welch, Minnesota (45 miles southeast of Minneapolis). The community announced a 13-acre Cannabis Campus in February 2025 — a substantial scale-up of cultivation and processing capacity.

For Twin Cities consumers, Welch is approximately a 45-minute drive south — easily a day-trip destination. Prairie Island combines cannabis access with the Treasure Island Casino entertainment complex (cannabis prohibited inside the casino).

Lower Sioux Indian Community — Off The Path

The Lower Sioux Indian Community’s Off The Path dispensary near Jackpot Junction Casino features a drive-through lane and notably collects no state excise or sales tax, offering roughly 22% savings to consumers compared to non-tribal retail.

The no-state-tax model is a sovereignty exercise: Lower Sioux Indian Community operates the dispensary on tribal land where state tax authority doesn’t apply. For a price-sensitive Twin Cities consumer, the ~22% savings can offset a long drive (Jackpot Junction is in southwestern Minnesota, ~115 miles southwest of the metro).

Fond du Lac Band — ANANG Native Cannabis Co.

The Fond du Lac Band’s ANANG Native Cannabis Co. serves the Cloquet / Duluth area in northeastern Minnesota. Fond du Lac is a federally recognized Anishinaabe (Ojibwe) tribe with a sovereign reservation near Duluth. The cannabis operation joins gaming (Black Bear Casino, Fond-du-Luth Casino) as a tribal commerce enterprise.

For Twin Cities consumers, ANANG is roughly a 2.5–3 hour drive northeast (~150 miles), serving primarily northeastern Minnesota residents and Duluth-area visitors.

The Compact Status

As of April 2026, nine Minnesota tribes have signed tribal-state cannabis compacts:

• White Earth Nation (May 20, 2025 — first compact)
• Red Lake Nation (December 15, 2025)
• Shakopee Mdewakanton Sioux Community (March 11, 2026)
• Plus six others (Mille Lacs, Leech Lake, Prairie Island, Lower Sioux, Fond du Lac, plus more)

The Upper Sioux Community is the one Minnesota tribe not participating in compact negotiations as of April 2026. Upper Sioux retains the right to enter the cannabis market on tribal land under sovereign authority but has chosen not to engage with the off-reservation compact framework.

The IGRA Reality (Casinos)

All Minnesota tribal nations operate gaming enterprises under the Indian Gaming Regulatory Act (IGRA, 1988). Cannabis on casino premises is universally prohibited regardless of tribal cannabis law because of federal regulatory exposure to the gaming compact. Visitors should never carry cannabis into a tribal casino, even when shopping at the adjacent dispensary is fully legal.
